Shoretrooper or Baze? (advice needed)

Baze, I have him at three stars with no chirrut, he is still a beast and an OP character. Even if I ran empire I would be inclined to pick baze. Obvious dispel capabilities, and he can hit pretty hard with his aoe as well. ShT hits like a little baby.
