Seems to me that these two uniques wouldn't come together to make a super-effect. On the contrary, Kanan gets a positive effect from the debuff, while Ahsoka gets a negative effect, so they cancel each other out. The end result is essentially just that rebuffs don't stick. Not exactly OP--seems intriguing to me.
