Should SF be proc'ing critical down through foresight?

I cracked SF with Rey, she had foresight, he countered and Rey wound up with critical chance down. Should that be proc'ing through foresight like that?

That's a good point on QGJ... not sure about speed down proc'ing on foresight; will have to watch for that.

Yea I remember still doing it to Rey when she had foresight and also the rancor dodged but was still slowed
