For a top-end guild, the top 15 rewards are not significantly advantageous. For the rest of us, who are still growing, the gap between 1st and 15th is huge downturn vs 15th and 50th. The raid gets finished quickly enough either way, but if I want those extra rewards, I play. Everyone else can just sit around and wait to get paid as if it had been simmed, not a big time gap.
We took the same approach with HAAT; better that some get great rewards and most get middling rewards rather than everyone get middling rewards. Look at it from the whole guild perspective, how many more shards and fully-crafted gear pieces are you getting across the full rewards menu, instead of an average shard reward and mid-level salvage gear pieces??
