GW being too easy is a non-issue. Prior to the retreat change in which it reset the entire battle, people would routinely retreat out to bring in weak damage dealing characters or characters with worthless non-attacking abilities so as to give their main party characters with abilities on cooldown a chance to get extra turns. CG was entirely fine with the strategy.
The only reason it got changed was because CG decided the functionality from Force Closing the client (which reset the entire battle, our current GW) was to bring GW retreat functionality in line and stop people from constantly Force closing the client for GW. I could swear they had a poll or a discussion topic on the change too to get people's thoughts on it.
From what I read, the current reset is actually weaker. Previously, you could kill an opposing character, retreat, and that character would stay dead. Strategies at the time even mentioned that if you're having trouble with a leader ability, kill the leader, retreat, and now the opposing team has no leader.
Now retreating results in the battle being reset fully so could can't eliminate individual character and then rotate your team (your team now has to be fully defeated for any changes to be cemented).
