Not much. If stHan is taunting and you skip a turn, the entire enemy team still gains Tm. That person is just simply, not going that turn. Leaving the enemy team more turns.

Granting the entire opposition TM sounds like a reasonable balance.
How would it fit into the existing UI?

The point is the Engineer gets a turn to Revive the IG.

The point is, where you really need to refresh cooldowns where it doesn't matter, like a lightside battle before the boss, or Gw where you need the healer before the next encounter. You're probably not going to be skipping turns in Arena. That would be stupid. But hey, lots of variables out there.

Ya, but so does skipping turns in a way. It would let you revive stuff that should be confirmed as dead
