Smuggler Event & Stormtrooper Han

Can someone please explain to me why Stormtrooper Han doesn't have the Smuggler faction tag? Han dressed as Stormtrooper in A New Hope while on the job as a smuggler. He was NOT a rebel at that time. ...

At this point of the game he should be 7* a long time ago if you were even thinking of trying the last 2 tier.
That would mean 1 character less to " panic farm " so less profits to make ( refresh/smuggler pack)
