Snow trooper, magma trooper, or Stormtrooper in Empire squad?

Which TWO of the three should I use in my Empire squad (with Palpatine lead)? Or should I have General Veers instead? General Veers as he is currently feels underwhelming, magmatrooper doaen't deal...

Actually, a better question may be: what 5 Empire characters should I use out of all the Empire characters?
