Time to take Negotiator from nothing to max can go as low as four and a half months. And while you probably at less than half that level of performance right now, work with your guild to improve at the raid and you can get closer.
If he's at less than half the 4.5 month minimum right now, then December 2020 is probably not a bad guess. Especially since the lstb release will slow get 2 acquisition as compared to running dstb.
