Speculation for New Galactic Legends Unlock Requirements

With the new Galactic Legends characters of Rey and Kylo Ren being announced the question is... exactly how will they be unlocked? At the moment we have multiple "event" type characters out there. ...

In further thinking about it, my deeper guess is that it will be 4* unlock via achievements in the Journey Guide. And then further achievements will reward the additional shards needed to get them to 7*.
