Eventually we will get Red 5 (please with an orange jumpsuit Luke) and that will revitalize Akbar’s fleet. Fleets don’t really feel like a priority, I don’t think they are too worried about getting five ships per capital ship, especially if it may imbalance things when we find a better way to use that ship (as OP suggested we would)
I would like to see some pirates in game and a pirate or scoundrel fleet eventually (Wild Karde) but we are more likely to get an Imperial Remnant fleet. We would need 3-4 remnant ships unless they were going to add a tag to some older ones. Maybe this is something that waits for another movie to drop.
A great Imperial Remnant ship would be Moff Gideon's Outlands TIE Fighter
