Because you can get the same secondary bonuses ON A SPEED SET.
Which means that, all primaries and secondaries being equal, the speed set is ALWAYS BETTER (if speed is your goal).
If your whole point is just "choose mods for their primaries and secondaries and not necessarily their set bonuses," then sure, you are correct, just like the dozens of other threads that have repeatedly made the same point.
max set bonus gives rey +18 speed and aayla +12 speed. Not that big of a difference. Speed mods are mehhh imo.
edit: I'm only talking about the speed set bonus ofcourse. Speed primary and secundary stats on any mod type are pretty darn good.
