Speed glitch against CLS

Correct, which means that 50% turn meter is only worth 100 speed in that instance, hence why the speed value of tm gain is dependant upon the character's speed.
Speed is a ratio of increments per tick. Tm gain is just increments so isn't speed. The speed value of it can be calculated with the formula i listed.
