Jedi Knight Luke limit speed

Depends. What speed is your Luke in comparison to the Maul you faced? What was the rest of both teams? If they are already slower than Luke there won't be any effect.

Remember Luke needs to take a turn before the speed reduction will apply.

Finally, perhaps a silly question, but you have got JKL in the leader slot?

If you check the other team, after JKL takes a turn they will have a blue buff added which is what indicates they are being slowed down. If you see that buff they are slowed down. It reduces the enemy team to his base speed, but that doesn't mean they don't gain turn meter from other ways. So it's not as simple as just halving their speed. If you see that blue buff icon pop over them, it's working.
