Spend or Save Galactic War Tokens
Phasma, Luminara, and probably Teebo are the essential GW heroes to acquire. Poggle and 86 are both good heroes to have in your roster, but the rest of the GW heroes are generally not worth it unless you're building a faction/role-specific squad. So what do you do with your plethora of GW tokens?
I'd love to spend them on the lesser heroes in the GW shop, like Resistance Pilot, Biggs, and Magmatrooper, and hope they get a buff in the future, but I doubt that will happen.
It seems the more sound approach, given the credit crunch, is to convert your GW tokens to Shard tokens and hope that relevant, hard-to-farm heroes pop up in the Shard Shop. Essentially every 10 shards you would have gotten from GW convert to 1 shard from the Shard Shop, so it is rather steep, but it might be worth it. Otherwise you end up with lots of heroes sitting at level one in your roster with shards enough to get them to 7 stars.
