Imo the attitude of "the spenders will spend" only gives the company the incentive to keep going about business as they always have, people banding together and trying to come up with intelligent solutions is what will change things, there are ways for them to improve gameplay for everyone and make more money at the same time, while yes those who don't spend would have to spend some, but those who do would have to spend a lot less, although they could still offer exclusive's to those who just want to dump money.
What I mean by that is... They don't have to create Whales... They already exist in the wild :)
The better trick is to up the basic spending and that can help lower the overall cost of the game
