I think your outlook on Squad Arena and CG's is quite different. You are aware the rewards are pointless and wish to use it as a Sandbox mode. CG, see it as a competitive environment where you strive to get the best reward possible.
It's not really 'that' suitable as either. It isn't/can't be used very well as a Sandbox mode (although) it's the best we have. The rewards are so poor, I doubt many care about it. For me, it's 600k credits every couple of days.

All that said, I think this would most certainly be a big improvement. I'd definitely get behind this idea.
Well yeah, not even fussed about the reward, as you say its not a big deal. At best it fuels your fleet prestige. (Shelf life)
I just want a playground/test bed to enjoy my teams and their omicrons "at will"....not handicapped.
Its not even competitive...unless you mean rush certain GL competitive...cuts out the majority of content in this game, (and most of the fun with it)
I spent ages unlocking them....want...to...use...them
