Sorry no, they are improvements. Reworks: different abilities without investing additional resources. Yoda, Boba, JKA have been reworked, you did not have to invest 1 month of farming to profit from the change (for a toon in which you already invested 2 months of farming).
That's because those characters were bad through and through. They failed on all levels of the game. Zetas are given to characters who still do their job well, but need that little extra oomph to compete with newer characters.
