Strength, agility, tactics question

Question

Is it done on purpose where different characters "strength, agility, and tactics" stats grant different bonuses to different stats? For example; Old Dakka's strength grants bonus to health and armor, but kylo unmasked's strength grants bonus to physical damage, health and armor?

Lol I believe it's slightly class oriented , ie attacker tank support etc
