Don't you get it? Introducing more permanent assets like this is totally anathema to CG. It reduces their flexibility to adjust the game mode in future and above all it reduces their continuous revenue stream (the account might be "life-time" but you as player are most likely not. If you sell your account, CG loose money).
By the way, even as player I wouldn't necessarily consider such flat rate offer attractive. You might need the conquest pass when your roster is not yet strong enough, but who says you need that boost for the "life-time"? I never purchased the conquest pass and still get my red crate every time.
