Suggestion to fix the Secondary Speed Mod Fiasco without changing the mods

Not saying a possibile change is not needed.

Dodge lead invalidated team synergy for a while.
Everything in this game is faster to access via spending. Access to the +21 speed is faster via spending.

Let's say they nerf secondary to +5 speed max
So everyone would just add +45 speed to the team and everyone would be the same, as if not having mods.

Or the big spenders would get the speed mod sets thru shipments and still out speed the majority of the player base with +10% +45 speed.
