Suggestion to fix the Secondary Speed Mod Fiasco without changing the mods

theirs a noob in my server.g 8_9 toons runing old ben lead and i can t beat his team with my maxed team lumi rey rg st han qgj why？ cuz of his st han 193 speed and old ben 160 which is not the issue its st han tm gain and they both have at least +15% potency which is weirdly enough to counter my +45% tenacity mods.
anyhow its annoying to say the leadt cuz of the shitty drop rates...i got 0 5* crit dmg mods
1 5* speed mod so far
