5 down to 1

So the players with the 20 speed secondary will still have higher speed mods.

So the chances of finding a +10 will still be as bad as a +20 is now.

If a person doesnt run speed mods, this change would be beneficial

And if the person makes that choice it's theirs to live with. Others shouldn't be punished in return for good fortune
