It's like that with other set bonuses too, I have mods with over 5% critical chance on them
As do I. I think in general secondary stats need to be toned down to make mod sets more valuable.
The reason so many people are talking about speed and why I think it's the biggest offender is cause the mod set is a base percentage increase while the secondary stat is a flat increase.
Every other popular mod set is a flat increase and the best one (crit damage) doesn't even have the possibility to show up in secondaries.
