Why the mods got introduced in the first place - to bring some diversity. So everybodys Rey wouldn't be exactly the same. And with inbalanced primaries/secondaries you are forcing people to get exactly same mods and at the end of the day we will all have exactly same characters - which is not that fun in any kind of game.
I'm usually finish first on the arena, so I'm far from being salty and stuff, but battling exactly same teams every day is annoying as hell. And you want to make them 100% similar by establishing the one and only right mod combination.
I saw a rey with no speed mods, she was modded for offense, protect, and tenacity with health mods. She had so much health and protect she looked like a tank, and she was impervious to stuns, and guess what... hit like a mac truck for a whopping 16k basic. Was she slow? Yup. Did it matter? Nope. Because between her and RG they tanked the world, allowing leia, old Ben, and GSM to do their craziness while you tried to kill her. This is the number 1 team on my shard and they don't run speed on anything but leia and ben.
So speed is not the win all stat. It just takes being able to see past what you feel is unfair.
