I think it's fair to say that a set of mods that give one character +100 speed currently is a definitive decider of a match. I would certainly not put that on Rey, much rather on one of those toons that locks down the opposite team: Old Ben, St. Han, Poe, Palpatine,... I'm quite certain that this advantage is significant, much more that whatever can be achieved with a set of perfect mods in any other dimension (in their current range).
But you have a valid point in that an ultra-speedy Rey can be balanced by one with extra protection or extra offense. Extra speed is only a problem because there's nothing that balances an opening Mind Tricks (or other mass stun/mass ability block). Tenacity is what is supposed to do that, but it's a joke.
Also, high secondary stats cause an issue because there is almost no trade-off. Like on an Arrow Mod, you have to choose between +30 speed and +24% protection (on top of having the luck of actually having them). With secondary stats, no such choice, just luck.
There are really 2 debates/questions here (and I don't mean nerf, buff or anything, just "spot the error"):
