Health and protection mods are fine, as is potency. Don't touch them because then we'll have toons way outside of their original designs like we did with mods v1.0.
Offense and tenacity mods could do with a bit of a boost imo, mostly tenacity.
Only speed secondaries need nerfing.

Currently it's possible to get tenacity up to 80-90 if you seriously stack tenacity heavy mods but even then you at most have a 50% chance of resisting anyone with a modicum of potency. And then your losing any benefit from other mods, so a whole lot of sacrifice for not much gain.
Potency is pretty easy to get and stack leading to 100+ potency toons. Even with max possible tenacity you can't get more than the base 15% resist chance against that.

My point is if base tenacity is raised on all characters and tenacity bonus are rasied to make tenacity more useful, tilted more towards tenacity than potency, than what is point of having a character that debuffs if the debuff is always resisted??
Most want their debuffs to always land but never the opponents. That is just not possible.
