Tier 3 would be where Snoke is creating the First Order, so there would be Snoke, Kylo, Hux, Phasma, and FO Stormtrooper. Tier 4 would be on Starkiller Base, with Snoke, Kylo, Hux, Phasma, and FO Stormtrooper again.
