TB - operation characters required for battles

Just a minor thing that's bugged me but we have units that are required for missions that are also required in operations. For example, phase 4 of ROTE, lothal operations require Ghost and Kessel ...

CG knows and doesn't care. They'll probably say it's a strategic decision or some nonsense. Annoying that it's a departure from their previously stated desire to not do this.
