What is happening is that his leader ability changes his stealth status regardless or whether he is stealthed already or not. Fixing it would probably simplify the code, but it would make him even more powerful against the Rancor than he already is, and they don't want to give the ability to do well against the Heroic Rancor to any more non whales than they absolutely have to, so he will be left as is.
I doubt you will ever get the devs to say so, but I'm pretty sure that Teebo's stealth bug is now classed as a feature rather than a bug.
Believe it or not, they actually tried to do the simple fix of not applying the leader ability when teebo was already stealthed, but somehow this fix utterly failed. I'd guess that the game code is pretty messed up under the surface, so a proper fix would likely require a lot of code rewriting.
