I think it's obvious they don't want to fix it. The result would only serve to make the pit raid even easier, and they don't want to do that.
I mean they fixed a bug with CUP before they got to the most widely reported bug in the game. They really ought to just say "hey we've decided to change the scramble tactics ability for raid balancing purposes".
