Tenacity down and potency in the heroic pit raid

Hi everyone. As I understand it, the rancor always has a 15% minimum chance of resisting negative status effects and TM removal, no matter how much potency a character has. A few questions: (...

1) yes, potency doesn't matter if the enemy has tenacity down
2) don't know exactly, thought it was around 60/70% or so.
