Tenacity down and potency in the heroic pit raid

1) yes and yes, although you may want some potency if rng goes bad and tenacity down expires and dengar/tfp don't crit (unless you go with jyn/phasma to give them advance) or miss their hit
2) around 60% for p1 and like 80% for p2/3/4 is what people says
