I haven't tested it yet. But technically they cancel each other out, just like every other buff/debuff pair (with some exceptions).

In my experience, with speed up/down, defense up/down and offense up/down, whichever was applied first takes precedence. The modifier applied second is "On the character" but waits until the first expires before actually affecting the characters stats.

If this has been confirmed by a dev to work differently than that, I haven't seen it.
