Nihilus lead sith team and everyone 60% or above tenacity. Would you be able to land even one debuff?

I also thought tenacity was kinda equal in power to potency, so when I saw my ~100% tenacity Magmatrooper get double-debuffed by a Boba in the 1st turn I was a bit gutted.
