The matchups should be tweaked, but just because a few guilds manipulate things doesn't mean the rest should be punished. We're a 110mil gp semi-casual-hardcore guild. We don't require people to sign up. If they have time to participate they do. We had 41 signups this go for 91mil active gp. We matched up against a guild with 100mil total gp and are utterly stomping them -largely due to poor strategy on their part. It's unfortunate because the close matchups are alot more fun. But of those 41 signups 1person is only 700k gp, another is 300k not even level 85. Are we gaming the system? No. We just have no problem inviting a members wife and daughter into the guild when we had empty spots. We shouldn't be 'punished' for not forcing everyone to participate. But, on the other hand a guild with full participation shouldn't be punished either.
The problem is you have a game that supports casual and hardcore players and guilds which makes it incredibly difficult to get fair matchups for everyone.
Perhaps the simpler setup is to be doing matchups based on signups+active gp. So my guild should be going up against another guild with ~91mil signed up gp and 40ish players signed up. So the average gp per signup is closer.
