Bonus for winning a territory is 450 (or 900 for back) + 10 x max possible number of squads in that territory. The second bit effectively turns the 10 into 20 so evening it out. You are probably still at a disadvantage as you must clear territories to get the points back but in a "clear the map" scenario you will still draw.
