Territory wars can’t see all toons?
Why cant I need see all toons available? Is it by gear level? Or toon power level? I can’t make sense of it?? Anyone?

Also, your roster is locked at the start of the setup phase. So anyone you upgrade now will still be unusable. And, if you move mods it will not affect your TW roster.
