Actually, it's much easier to win further down the GP scale because it's quite common for two "Top" guilds to end in a draw, as they both have the ability to clear all defensive regions while on offense. Most sub 100 Mil Territory Wars end with 1 winner and 1 loser. Most 125+ Mil TWs end in a draw.
In a draw, neither guild gets recognized by the leader board.
This is largely anecdotal thinking. Per CG, only 5% of TW's ended in a tie (I believe this was prior to the 2 most recent ones). Unfortunately both Reddit and the Forums perpetuate confirmation bias, with the same rings of people saying they tied and seeing others say the same. This game is played by hundreds of thousands, possibly millions of people across the globe. Just because there is a frenzy of posts about tying does not mean that it is the majority outcome. Most guilds do not tie.
