TFP and FOTP

Just curious as to why Tie fighter pilot and First Order Tie Pilot aren't available for purchase via the fleet shipments??? Would be a great addition to add them to the cycle of fleet shipments fo...

Foto is on two nodes both light and dark but the drop rate seems to be lower for him as well. I have not been farming him as TFP is better than FOTP from what I hear.
