Is tfp's tenacity down guaranteed on a crit or does he still need potency

- As far as is know tenacity down is unresistable.

I am lvl 62 and having a hard time with Chaze teams. From reading his kit and it seems he is the only one that is farmable at my level they may be able to help.

tfp and boba are both good counters to chirrut and baze
