Umm, do you not think the game is P2W? Let me tell you about the current favorite tank right now in Fleet Arena: Hounds Tooth. How about the current favorite incoming (likely) lead for regular Arena: Fallen Bastila. This lets people change with the Meta at will, if they so choose, so CG gets money. However Free players can still get these characters it just takes them longer.
Both of which still work at 3*. which is what you get for free.
this game is P2P, but its not really P2W. There is nothing you can only get with money. with some patience and good planning you can do just fine without investing money into the game.
they could do better to reward veterans who have invested their time, but they are doing ok there, just not as great as they could.
