The Logray problem

If Logray is required to beat tier 7 of the C3P0 event, why is he a near impossible farm? I haven’t seen him in the guild store in two full weeks and there’s literally no way to farm him anywhere else...

3PO is a long ways off. You say Logray rarely shows up but odds are he will show up a bunch of times at some point. If you check the store at every refresh you will have no problem getting another 126 shards.
