Yea, content designed for 50 players is not going to be easily done by a smaller number early in its life.
25-30 is probably doable.
They made guilds 50 players for a reason. It gives them a design and balance point. Unfortunately they will not design content for smaller guilds, because it would be simple for a full guild and they want guilds to be full.
