1. The rewards aren't flattened, they're actually even more skewed towards the top end than hSTR was.
2. Relic 5 restriction = no point in putting effort into the mode. The rewards don't justify multi-team investment.
3. The absurd crafting cost of the scavenger R8 materials means that even if the raid was flattened, it wouldn't get priority anyway.
