Secondly, it's not the case that defender always gets stealth. The ability says when an enemy stealths you steal it. Therefore, the chain is: you trigger the enemies stealth and steal it, the enemy Punishing One steals it back. The limit is clearly once a trigger to prevent an infinite loop.

And your point about low star to high star being more difficult in matchups is a positive not a negative. Higher investment should yield a reward. You should not nerf PO to benefit lower star Executors. You sound like you just need to invest in the fleet more and learn the matchups.
If you want roster help on how to do that, then you need to provide an ally code so people can research your relic levels, zetas, and mods. R5 6 Star Executor should almost never beat R9 7 Star Executor.
well let's see...higher star execs were consistently beatable before this came out...piett has to be r8 to even get it...and i still get the bonus protection each time from p1's unique because only the active allies have to be BH at the start of battle, because the ability does not say "including reinforcements"...anything else?
