The people who keeps them employed are the thrust fund kids who justifies all these paywall by spending thousands of dollars on gacha games on a weekly basis. Some people purchase every single thing that are purchasable on a daily basis to be able to beat other whales and be able to say they are #1 on gacha games. Contrary to what you may believe, people who spend money every now and then are irrelevant really because their spending is vastly dwarfed by the top players.
