I give up, tried everything possible.
What about moving some mods around to make different characters faster? How do you start p4? if you can get the TM right you can make kanan taunt and therefore he'll get fractured.
You do need them 200+ speed though with high crit damage.
Actually, that helped a lot, I made Hera the slowest in the squad, and check out the results.
