- If you want to be on top of the meta, you almost have to hoard. Once things are announced it’s too late, if you weren’t already prepared. If you don’t mind missing out on the newest shiniest thing, there’s no need to hoard. So it’s a matter of your priorities in how you want to play. I can’t do it, so I don’t. I miss things the first time, but usually not the second/third.

depends on your needs. Doesn't make sense to hoard stuff if you are falling behind in other areas imo, but if you can, sure. No sense putting gear etc on toons you don't need/use - If you want to be successful in getting all the new stuff on the 1st try - yes.
If you don't care about that and just want to have fun by upgrading mediocre chars that you like - no. - There are multiple ways to play the game.
If you enjoy hoarding to quickly act on new information, good for you. Do that.
If you do not enjoy that mode of play and prefer operating on income, spending as resources come your way to benefit from them faster, good for you. Do that.
They both have their pros and cons. Hoarding is more likely to get you on top of the next meta, but if you don't enjoy that mode of play then it is not worth playing that way. Regardless, whatever mode you choose, don't complain that you're not receiving the benefits of the other, nor that you're suffering the drawbacks of your chosen mode of play. - Non-hoarding is punished by the game.
Always was... - Please, hoard. The more people hoard, the more the devs feel compelled to create new currencies that haven't been hoarded yet, so key new stuff can be put in the new currencies' stores without players being able to immediately buy it.

The forums have always been filled with people hording, especially the angry ones with torches and pitchforks calling every update the end of the game.- Real Hoarding isn’t possible without a 1k/day income. I’ve found saving up until an entire “project” can be completed all at once is the best way to play. Slowly gearing chars was a mistake I made when I started. More often than not I regreted the investment as the viability of that team/char changed.
I save all the gear for an entire tier before applying it now and it’s saved me from gearing up the “wrong char”. - I'm not hoarding, I'm making lay away payments for GAS until I can unlock him possibly next event.

No, it isn't.
And people love misusing the word "punished" to pretend they're victims.
Things cost resources. New things come along. If you saved resources, then you can buy Thing as soon as it comes out. If you did not save resources, then you have to save up resources to afford Thing. But by not saving resources you spent it earlier on older things you felt were useful, and they probably are useful. You're not being punished. You chose to receive different benefits.
And quite frankly the new hotness has seldom been that important to hop on immediately. Getting the new hotness second time around is generally fine. Not optimal, but fine. And faster than most marquees going to single hard node farms. And certainly not "punished."
