As a jedi specialist, using them in every game mode, I can safely say that Jedis aren't at their strongest in Phase 1 as people claim to be here on the forums. I consistently do more damage on Phases 3 and 4.
Granted, I use a IGD lead, so what Kdizzle described above is accurate. B2 causes too much trouble to my team (I use IGD (L), JKA, Ashoka, Barriss and Yoda), even if I keep targeting him first.
Tenacity up from Yoda makes a huge difference in any phase, but at least on Phases 3 and 4 the bonus sticks.
That's what I've found from my experience.
No team is really at their strongest is p1, Jedi are just the best composition to deal with GG.

I would avoid running IGD as leader in phase 1. All the weak counters just get GG to tactical maneuvering instantly unless you have great luck applying buff immunity with JKA. That said, IGD is a key member of the team since he does decent damage and can apply defense down to GG. The best jedi runs have defense down on GG, aayla stun on b2, and offense up from either QGJ or JKA. Takes some RNG, but easy to get over 10% with that set up.
I only run IGD lead if I'm also running Plo Koon to dispel on his basic attack during the counters, otherwise I usually run JKA lead with IGD, Yoda, QGJ, and Ahsoka. If I run the IGD lead I usually plug in Plo for Yoda or Ahsoka depending on the % that GG is at.
